Also, it seems like there is only one small section of the Panama City area covered. Is there no chart for the rest of East and West Bays?

You are correct in this regard, in NOAA’s original priority list the small section of Panama City adjacent to the Navy base was selected for ENC conversion while the rest of the bay has not yet been completed. This is very close to my home waters (and I’m planning a boating trip to St Andrew’s State Park later this year) so I hope NOAA publishes these soon. What is strange is that this is about the only gulf ICW section ‘missing’ from New Orleans to Carabelle.
